Switch from ICT Tier 2 dependent Visa to tier 2 General Visa

Hi I am currently in the UK on dependent visa ICT Tier 2. I am dependent of my husband. Now I have sponsorship offer from my employer , and I need to apply for the Tier 2 General Visa. The questions are :
1. Am I eligible to apply for the Tier 2 General Visa without colling off period?
2. Can I apply for the General Visa from within UK or it must be applied only from the home country?
3. Will my husband be able to apply for dependant visa without the cooling off period resriction?

1. Cooling off does NOT apply if changing from dependent to tier 2 general.

2. No, you must and can only apply from home country with a Restricted CoS.

3. Exactly the same answer as #1 above.

Thank you very much. One more question, I am planning to take IELTS exam for supporting english language evidence. The British Council website gives options. Can you advise which one of the following is applicable for Tier 2 General visa?
IELTS Life Skills B1
IELTS for UKVI (General Training)
