Yes, this could very well be the issue they want to look into and investigate, i.e. 'pre-selected' for the job basically.
As already advised, a possible reason for the delay.

Thanks for your reply. But they haven't contact anyone yet. Is their any other reason to put my application on hold or they are doing some checks internally, How long I can wait more? I am just worried about this

How could any of us possibly know your case and why it is taking so long. HO will take as long as they need to so that they can make sure your application is valid, it is a genuine vacancy and that RLMT was completed properly.

Sorry to disturb you . I have one question in regards to RLMT, My employer has run the advertisement for 5 months and they are not able to find any one during that period and after that they discussed with me and assign me a cos. Is that qualify RLMT. Can you please advise me.

As long as the RLMT was not tailored to suit you specifically, thereby excluding anyone else, then it should be ok.

Additionally you must fit the job description and the person specification used on the job advert. For example if the advert asked for PhD or Chinese langugage skills and you don't have these, they you shouldnt be assigned the CoS even though nobody else applied. Instead the advert needs to be re-run for 28 days with the new criteria for RLMT to be sucessfull.

Thanks .. RLMT was done properly and they cant find anyone who is good for their expectation. There may be another reason for hold. Even they havnt asked anything form my employer yet. I a just wondering whats going from their end. Its simple application and its on hold from last 6 weeks.
