Switching on to a Tier2 ICT dependent to Tier 2 General

Hi ,
I am on a Tier 2 ICT dependent spouse visa here in UK since September 2015. Recently I cleared my OSCE exam and have become a registered nurse here in the UK . I am planning to switch my visa to tier 2 general once I get sponsership. I have cleared an interview in a hospital , but the HR seems to say that I can't switch from Tier2 dependent to Tier2 general visa . I had called home office and they said I can switch but have to make a re-entry from my country that is India . . Also if there's a possibility that I get tier 2 general visa do my dependents also have to go back to India and apply for a switch over. Now I am confused , so can somebody guide me or have any information regarding this .
