Tier 2 General Visa - Applying without spouse

Hi Every one,

My friend who lives in India wants to migrate to UK with his daughter
He is not divorced from his wife but she will not come to UK
Can he initiate a Tier 2 application with only him and his kid as applicants and come to UK with his daughter without requiring any permission letter from his wife?

Kindly advise

The child will not qualify for a visa unless the the wife also applies for one. The same will be relevant for visa extension and ILR.
