Tier 2 Visa Refused because of working hours

Hi everyone,

My tier 2 visa was refused as my employer stated the 40 working hours and showed salary of 21000. The appropriate salary for the job i am going to do and the soc code used is 21600 for 39 working hours. They have only given me admin review.
Also i was studying at college before and got degree as part of my course. Now they have changed the rules as one cannot apply from inside uk if he was college student. So i will not be able to apply new application from inside uk i guess if the rules have changed.

Can anyone suggest what should i do?

I guess your only option is to get a RCoS and apply from outside UK.
