Uk Tier 2 dependent visa

Hi,
Kindly need your help on UK tier 2 dependent visa.
I have gone through uk gov website but I couldn't find below in detail.

My wife got job offer in UK as nurse in NHS. We're currently residing and working in Dubai. We're planning to fly together. So I'm planning to apply as tier 2 dependent visa and my wife will be my sponsor.
Also I believe I should apply the PBS visa.
1) As we're traveling together do we need to show any accommodation proof in UK? For my wife NHS is providing accommodation for couple of months.
2) For me is English language test and police clearance certificate required (I'm in dubai since 5 years) ?
