Visa application country and entry

Hello,

I am an Indian citizen and currently residing in Germany,
I am applying for Tier 2 General visa, i received CoS from employer.
CoS Expiry date: 17 April 2020
Work Start date: 01 March 2020
1. Is this possible, If i apply for UK visa from Germany in February and go to India to visit my parents (medical situation) and to go to UK from India to start the job in may 2020?
2. If not, Is this possible, If i apply for UK visa from India in April and go to UK from India to start the job in may 2020? (My current address in CoS is Germany address).
3. Will there be any constrain after VISA approval on the duration in which i need to report in UK for BRP card?
Kindly advise appropriate way out.
