After flro rejected can I apply student visa within UK?

Hello dear sir I need to ask I applied FLRO I need to ask how long embassy take to give final decision for Flro application? Flro application decision.. And can I again apply student tier4 visa after flro rejection???

If you have no leave in the UK (= if you are illegal in the UK), you can't apply for a Tier 4 visa. Switching to Tier 4 within the UK is possible only if you hold a visa such as a Tier 2.

If you don't have any residence/visa in the UK at the moment, you cannot switch to Tier 4. You need to do the switch from your home country. Note that bad previous immigration history may affect your ability to get a Tier 4 even if you try to do it from outside the UK.
