Can I do another masters in UK?

I was sponsored for tier4 student visa in 2013 and I did not complete the masters degree due to personal reasons, now I intend to apply for a different master's degree with a different university , I would like to know my chances of getting my visa application approved ...

Provided you respected the conditions of your Tier 4 in 2013 and left the country on your own devices, there is no reason why they would refuse a new Tier 4 application from you.

However, if at the time you had issues with immigration (like they found you working rather than studying or they cancelled your visa at the airport... etc) then your chances for a further visa are non existent.
