Can Tier 4 Students Pitch to VC firms?

I am working on a technology startup idea with someone who is on a Tier 4 student visa. If the startup gets funded, we would leave the UK and do it in an a country where we are both permitted to work unrestrictedly. However, to get to that point, we need investors. Would pitching to VC firms in the UK, with the intention of moving abroad to establish the company (if funded), constitute engaging in business activity (a violation of Tier 4 regulations)?

The Home Office doesn't micro-manage your activity to that level.

As a student, you can work 20 hours a week and even develop a business plan during your own time. As long as you don't register a company, work more than 20 hours/week, leave your studies to develop a business full time... I don't see why as a student you couldn't talk to a VC about your future plans and ideas.
