Change of surname in renewed passport.

Hi,
I am on tier 4 visa in the UK with my husband as my dependant.
My husband recently has passport renewed and added his surname to the passport as in previous passport is was left empty.

His BRP card has old name. How do we notify the UKVI of new surname add on his passport.
Do we pay again for the application or send free MCC form?

Please let me what to do ?
