Child Student - 13 years old

The regulations state that my 13 year old daughter would require parents or guardians permission to obtain this visa (she is non EEA), if the parents are divorced, does the child require both parents to give consent or just one parent?

Is this question a continuation of your previous query or are you trying to find a route to the UK for the step daughter without the other parents consent??
