FPN on Tier 4 Visa application

In Macrh 2018, I have received an FPN ticket for littering(dropping a cigarette bud an walking off) from a Council Officer. Currently, I'm applying for a tier 4 visa again for a Masters Course. I have declared on my application that I have received it and explained that I have fully paid the fine to discharge any liabilities. I have two main questions.

-Will this be a reason to deny a tier 4 visa for me?
-Will this in any way affect the length of the decision on my visa?

No. Offences that trigger a refusal of leave to remain are listed in Part 9 of the Immigration Rules: grounds for refusal, paragraph 1C(i):

No. There are no grounds for giving people shorter leave, just grounds for refusal.
