Graduate visa Query

This is regarding query on Graduate Visa. My nephew who is currently is on student visa went to India yesterday due to an emergency. His student visa expires on 31-May.

I have couple of questions related to switching from student visa to Graduate visa

1) In order to apply for graduate visa (post study visa) does he need to be present in UK or can be apply from India?
2) regarding graduate visa for 2 years as per my understanding the total fee is £1948 (£700 application fee+
healthcare surcharge of £1248 for two years). Is this correct ?

It would be great if my queries can be answered.

1. He has to apply within the UK. He cannot apply from India.

Eligibility
You can apply for a Graduate visa if all of the following are true:

you’re in the UK
your current visa is a Student visa or Tier 4 (General) student visa
you studied a UK bachelor’s degree, postgraduate degree or other eligible course for a minimum period of time with your Student visa or Tier 4 (General) student visa
your education provider (such as your university or college) has told you you’ve successfully completed your course
