How to Apply for Tier-4 PBS Dependent - Child visa (UK Born)

Hi All,

Please advise how and through which link should one can apply for Tier-4 PBS Dependent - Child visa (UK Born).

My brother is in UK on Tier-4 Student visa along with his family. His visa is valid until Jan 2020.
He applied for PBS dependent visa through this link below and brought his family to UK.

Now his daughter is born here. He has arranged her native country passport and ready to apply for her child UK dependent visa. The above link is not valid because when you select country of residence as 'UK', it does not accept it.

How can he apply? Please advise. Thanks

It is the same link as I mentioned above and yes I overlooked that option where it says Applying in the UK and then down their it says 'Child'.
