IHS Refunded before a decision was made

Hello, i have applied for a post study UK Visa on 20 of March, submitted my biometrics and documents to TLS Contact on. 21 of March, on 13 April, i have received a full refund on my IHS without even receiving an email declaring wether my Visa is rejected or nothing, in fact TLS Contact website still shows that my application is still being processed by the DMC, is this normal ? did i get my visa rejected? and if so how can i know why and reapply as my course is about to start on 26 of May

Given that you are applying outside the UK and you talk about your course start date, I assume you mean mean you applied for a Student visa?
