Seeking guidance for student visa urgent pls

Hi My Nephew is Pharmacy Graduate back in India .
He appeared for ILETS exam and his average score is 5.5 .
My query is -
1) with this score , can he apply for any university for post graduation in uk ? If yes , any recommendations of consultancy in India who can help ?if no , what is min ILTES score required ?
2) recently I saw , that uk government signed some agreement for Indian students , not sure what is that means below is the link

Does that mean that he can directly apply For PG course to uk universities without eligibility of ILETS ???

Most universities do their own assessment of a student's knowledge of English. See https://www.gov.uk/student-visa/knowledge-of-english

It's about qualifications not knowledge of English, but see previous answer.
