Switching from Tier 4 dependent to Tier 2 general

Hi
Currently i'm doing 1st year masters in UK. My husband who is a chef, now he is on tier4 dependent.
One of the licenced restaurant in Uk ready to provide sponsorship to my husband.
What is the procedure and chances of success.?
Please reply me asap.
It should be great helpful for us.

Are they an HO licensed sponsor?

What SOC and salary is being offered for the job??
