TFL Fine - Student Visa

:D Hi everyone!

I’m asking this for my friend. He is switching to student visa for his masters in a few months. Unfortunately, last October 2022, he was carrying an electric scooter in the train station not knowing it was not allowed. For this, he received a fine of £188 which he paid immediately. He did a DBS and PNC check, both are clear as it’s a non-recordable offense. So does he declare this in his application? If yes, would he get rejected?

Declare and explain, won't be reason for refusal.
