Tier 4 Dependent Visa

Hi,
I am currently applying for Tier 4 dependent visa for my husband but my current tier-4 student visa is going to expire in Jan 2021. Also, I have been offered a job from Jan onwards but company will apply for my Tier 2 visa after 2 months and I can not wait for that longer. Can I apply for Tier 4 dependent visa? Any advice would be appreciated.

Does he satisfy a sub requirement of 319C(i)?

Yes, He satisfy sub requirements but my tier-4 student visa validity is less than 6 months also my studenet status letter states "Expected end date = 17th September 2020". and also he is applying after me. Will he be issued a visa for 5 months?

Secondly, Does he need to have a TB test screening? TB test is neccesory if a person will be statying more than 6 months.
