Can I fill out the online part of tier 5 youth Mobility from U.K.?

Hello!
I am currently in the U.K. as a student and am applying to switch to a Tier 5 Youth Mobility Visa,I am planing on flying home for the appointment (u.s.a, I am a dual citizen with Canada) and sending off the items I need to send of from there, however and filling out all the online stuff and paying all charges that are part of the online application while I am in U.K., will I be penalised for doing the online part of the application in the U.K.? I was assuming the appointment and sending all documents from outside the U.K. counted as “applying outside the U.K.”
