TİER 5GAE DEPENDANT FOR SPOUSE

I hope i can find an answer for my question:( I ve got tier 5 Gov. aut.exchange visa for uk. I am planning to be in Uk end of october for 8 months. My husband applied for turist visa because we didnt have any efficient info about the dependant visa. And unfortunately he has refused because of inadequate document. So we really shocked right now. You think that we can get the spouse visa for tier 5. He has everything he needs actually.
