Tier 5 (GAE) to Tier 2

Hi guys, I understand for Tier 5, we need to go back to our country to apply Tier 2 visa. I have read most of the post here, but non said tier 5 GAE can do so too as Ppl in this forum mostly hold a Tier 5 (YMA).

Most recent news, I have a friend, who use to hold a tier 5 (GAE), tried to apply tier 2 in her country, she got rejected with the reason of she needs to have a gap year before applying a tier 2. This sounds ridiculous. I can't find a link saying anything regarding to the gap year.

Anyone knows about this? Any links that explains? please help!!!
