Tier 5 YMS applying country

Hi all, I am a Hong Kong citizen and currently staying in the UK under another visa type. I am now trying to apply for the YMS visa.

As I am currently staying in the UK, I wonder is it allowed to apply online in the UK and submit my documents (visit the VFS centre)in Hong Kong? Or I can only do both in Hong Kong?

I know the guide already stated clearly that we cannot apply within the UK, but is that only means we cannot submit our documents in the UK? Or it literally means we cannot apply (online) in the UK.

You could start the process by applying online here, but you will have to be physically present in HK to attend a biometrics appointment.
