Tier 5 YMS following previous entry under tier 5

Hi,
My girlfriend worked here in the UK under tier 5 - government sponsored exchange scheme last summer.

I know that it if she had received a Tier 5 YMS visa in the past then she could not apply for it again. However on all the official websites I can not see a clear answer to whether she can apply for a Tier 5 YMS visa having been working here previously under the Tier 5 temporary work government exchange scheme.

My question is can she apply for the tier 5 YMS visa or will she be rejected because she already had a tier 5 visa albeit a different type of tier 5 visa entirely.

I don't see having previously used any other type of visa as being an obstacle to Tier 5 YMS.

I'm pretty sure you can't apply for a YMS once you have already had a WHM...
