UKVI requesting certification of permanent residence

Hi there,

A month ago, I applied for a fiancée visa to get married to my Irish partner in the UK. We just got the following message:

"This is to inform you that the Visa Section of the British Embassy in Moscow seeks to obtain additional evidence in support of your application.
Specifically, you must provide a British passport or a document certifying permanent residence of your sponsor in the UK issued under the 2006 EEA Regulations from the Home Office.
Copies of missing evidence must be sent to this email address within 7 working days."

My partner was born in the UK prior to 1983. According to GOV.UK, that means he is automatically a British citizen:
We supplied a notarised copy of his passport, birth certificate, a copy of the relevant pages of the British Nationality Act 1948 (where it says that being born in the UK grants citizenship) and the above screenshot, printed.

Given he is Irish, and therefore comes from the Common Travel Area, we thought all this would be enough. Applying for a registration certificate will take awhile, and there is also the additional problem that my fiancé is self employed, director of a limited company. I had all his financial documents (originals) and handed them all in with my application, so I'm not convinced we can get the registration certificate in time, given it requires certain financial documentation.

This doesn't seem right. Is it? It almost feels as if the immigration officer missed one of the documents we supplied or something. Please help. :-(

Also, here is something else we'd come across when putting together documents: "Irish citizens may be automatically accepted as settled for the purpose of section (1)(1)(b) unless there is clear evidence to the contrary. For example, if staff were advised that the parent was on a short visit to the UK, or that long periods of residence had been spent outside the UK, it would be appropriate to ask the applicant for further clarification." https://www.gov.uk/government/uploads/s ... -abode.pdf
