under consideration/processing meanings

My fiance sent off her fiance visa application 26 days ago and has been following it's process via their online tracker.

Up untill roughly a week ago under progress it said "Under consideration" and now has changed to "Processing". What do these terms mean?

And also processing time for a fiance visa is supposed to be about 30 days, so does the 2-3 weeks it said "under consideration" not count as processing time?
