Let me tell you one case in my uni:
Student A currently has a student visa expired in Jan and his viva is going to be held in Feb
Uni told him they would support his visa extension and the visa was going to be Jan + 6 months
However, as long as he pass the viva in Feb, his new visa extension will not cover Jan + 6 months as at that time he will finish all his study in Feb
So no time for him to do the dissertation correction after viva
This is different from my case a few years ago where I actually got student visa covering my dissertation correction
that student case seems to be similar to your case and he is looking for option like PSW now instead of student extension
Yes, different universities can take different approaches. Extensions for PhD students to resubmit or for a viva or for corrections are usually standard and normal. For Masters students they can issue a CAS for the repeat of a module if they wish, which could include resubmission of a dissertation. But without attendance or participation, a CAS cannot be issued. In theory, you could be issued a CAS to apply for a new visa simply for coming back to resubmit, the equivalent of re-sitting an exam, but the administration involved in supporting and monitoring a new visa means some universities may prefer that you do that as a visitor or, as with you, advise that you don't need to return to the UK at all to resubmit.
With respect, you are not being denied something you are entitled to. Someone who has successfully completed their course within the Student visa granted for that is eligible to apply for the Graduate visa. Someone who does not achieve that may well not be eligible to apply unfortunately.
"Other Uni issue CAS for resubmission" maybe because they issue it before student viva and the extension is long enough (6/8months) to cover resubmission date. Even though Uni will report to Home office once a student finish his viva, his extension visa will not be terminated immediately. And if that student resubmit it quickly, he is still able to go for PSW
The Graduate visa is not an entitlement, there are specific requirements to have access to that route, including the successful completion of studies.
