Univeristy fees for a person with RETAINED RIGHT

HI
I applied for a course at university and they said i have to pay international fees because i am not a family member of EEA but i have got Retained Right and have been living in the Uk for more than 5 years. is there anything i can do to be able pay home fees?

Perhaps this paragraph of the 2006 Regulations (Part 1 Section 10 para eight) covers your situation:-

"(Eight) A person with a permanent right of residence under regulation 15 shall not become a family member who has retained the right of residence on the death or departure from the United Kingdom of the qualified person or the termination of the marriage or civil partnership, as the case may be, and a family member who has retained the right of residence shall cease to have that status on acquiring a permanent right of residence under regulation 15."

How that affects your liability for educational fees, I haven't a clue.

Thank you for your assist. At the moment I have got application for a permanent residency at UKBA. Legally am I a permanent resident now or it will take affect on the day I receive the confirmation? And also the university want I prove I am permanent resident as they don't believe my words. How can I do that as I got only 15 days to prove it.

You'll become a permanent resident on the day your application is decided upon and the decision taken to grant you settlement in the UK.

As i got retained right, i will get a permanent residency valid for 10 years, can i still apply for citizenship or i will have to wait till i get a permanent residency without limit which mean in another 10 years time ?
