Unmarried Partner Visa- when can I apply?

i am in the 3rd year of a WP and was planning on staying on that path to ILR in 2 more years. but circumstances at work mean that i need to investigage other options:

here's my immigration history.
Sep 03- Initial 2 year WP, FLR
Sep 05- Further 3 year WP, FLR
Sep 05- Started Living with my Partner
Sep 07- Apply for UP Visa using FLR(M) Form

i have (1) piece of documnetation for each of us, and (1) peice of documnetation for each month. except sept 05 the first month.

in sep 05, i have a joint bank statement & an inland revenue docunment addressed to partner. nothing for me (applicant). will this be okay?

also-with my WP visa, i applied 28 days prior to the old wp expriing. can I apply in mid-August 2007 for this visa?

-do i need to show pictures, letters from people attesting that we're a couple?

-do i need to show evidence of accomadation? i owe the house we live in in the UK. would a mortgage statement suffice?

my partner & I have been living together since 1-Sep-05. Can I apply 2 years - 28 days? or 2 years? Can I apply mid-Aug-07 or 1-Sep-07?

I could be wrong, but as it's a first visa, you submit it so the application arrives with them when the period has been reached i.e. on the 1st September 2007.

The 28 days you mention is for when people have a visa which is expiring i.e. going from FLR(M) to SET(M).

there is no mention of early submission.

got it- so when i was on my initial WP that was expiring and going to a WP extension i could apply 28 days early

but this i can't. so i need to appy in-person on 1-Sep-07 (i know i could apply by post but i'd really prefer to apply in person)

Exactly, that's how I would read it.
