Update EEA2 EFM application to EEA2FM

Hi. My non-EEA unmarried partner (he was granted an EEA family permit) has a second pending EEA (EFM) application for residence card after his first application was denied for insufficient evidence of continuing durable relationship. If we get married, can we update the pending EEA (EFM) application for residence card to EEA (FM) application?

Makes more sense to reapply as the application and evidence required are different.

Thank you. We would like to see the pending unmarried (EFM) application decided (hopefully positively) based on the evidence submitted with the application. Would a marriage notice (which the council is required to refer to the HO) affect negatively the outcome of the pending EFM application?
