URGENT: No Birth Certificate or Full Licence

My wife is about to apply for HSMP
but we are stuck with the proof of age
She doesn't have a birth certificate (because her parents never got it) and as we are in the UK, it is virtually impossible to get the birth certificate from that place as we dont have any contacts there at all
She never drove, so she doesn't have a licence but she has a UK provisional photocard licence

I know she can submit notary copy of her passport but she needs to have very strong reason for that

Anyone here with their personal experience or experiece here on the board can suggest some successful excuses?
