Urgent - COS assign before RLMT

Hi.

My employer has applied for RLMT and 28 days will complete on 5th of October , more over 5th October is on Sunday. Can they assign COS on 3rd of October so that it can be processed in the 11th October meeting? or they must apply COS after RLMT completion ?
