I applied for the EUSS for my mother to join me in the UK as shes dependent on me, I provided proof of finance payment etc to her.

She lives in Nigeria and am Originally from Nigeria but now a Finnish Citizen living in the UK, I was born before 1992 which according to the Nigeria NPC ACT I have to request a Birth Attestation certificate which serves as a Birth Certificate for me which clearly details where I was born and also my parent names etc.
I also got the Birth Attestation Document authenticated and legalised by Nigeria's foreign affairs.
But unfortunately today I received the refusal letter for my Mothers application with the below.
Thankfully there is an opportunity to appeal, but I do not know what to do now or if the UKVI accept the Nigerian Attestation Document.Reasons for Refusal RA

You have stated that the family relationship of the EEA citizen sponsor to yourself is
dependant parent. As evidence of this relationship you have provided a Certificate of
Origin and an Attestation of Birth.
However, you have not provided your sponsor’s birth certificate. Without this document,
your evidence cannot be considered as sufficient to evidence your claimed relationship.
I am not satisfied, based on the evidence you have provided in isolation, that you are a
'family member of a relevant EEA Citizen'.
Your application is refused.
