Urgent help pls, refusal under 320 7A after appeal.

I was refused under paragraph 320 7a on my first student visa application, because i say I have never been charged in any country that i have not yet been in the court. Actually i have 4 outstanding offence, however i did not receive any letter from the court. I have contact police over the phone before i submit my application and they have no information about it.

When i submit my adminstrative review, i did include the reason above. However i still get rejected. As the officer say that record held that i have 4 outstanding offences and i did not include the evidence i contact with police in my adminstrative review. The fact is i am not able to get the phone record detail from police to show to ECO.

Now, one the refusal notice of the admininstrative review, it say that

You should note that the application for entry clearance has been refused under paragraph 320(7A) of the immigration rules, any future applications MAY also be refused under paragraph 320(7B)of the immig rules (subject to the requirement set out in paragraph 320 7c).

A refusal under paragraph 320(7b) of immigration rules attracts an automatic refusal of 10 years.

However i was given change to do another time of adminstrative review.

Also i have the email from police which show that the 4 outstanding offence came to a result of " no futher action taken"

Do i need to do the appeal again or can i re apply it, as the course is restarted on jan, if i miss it, i have to wait till sep next year.

do i have any chance to get a visa by apply a new visa, will my application refused without consideration?

What offences were they? Did you know about them at all?

i know all of the offences now as i got the information from police. all these offences are related to driving , no driving license, and no insurance, make false presentation when i was caught for no driving license.

So if i reapply, and i declare all of them and with my criminal record certificate from police. is there any change to grant a visa?

will they reject me without consideration?

I don't really understand what happened. Did you know about them or not? If they were driving offences, you must have done?

What actually happened in relation to them? Did you plead guilty, pay a fine, what?
