urgent help required

I applied for HSMP Approval letter on 15th Jan 2008. My decision was made on 12th February 2008 but due to postal issues I did not receive my document. I applied for duplicate letter and got my letter on 23rd October 2008. Based on this letter I applied for visa and Tier 1 Visa issued to me on 10th March 2009.
Now my extension is due next month. Can i apply under HSMP Transitional Arrangements as i applied for approval letter before 29th Feb 2008.
