Urgent Marriage visa

Can you please advice me ASAP.

I am planning to get married in Pakistan but I have heard that my partner, if applied will have to do an English Test? Because anyone applying from 29th of November will have to these tests. Is this correct??

Or if applied earlier may be before end of October or beginning of November will that mean he will be under the current requirements??
Or will still have to take those tests?

What is the waiting time to hear back from immigration? Will that make any impact on test

From 29-Nov-2010, any non European migrant (i.e. - not a EEA or Swiss national) from a non majority English speaking country who wants to enter or remain in the UK as the partner of a British citizen or a person settled here will need to show that they can speak and understand English, by taking an English language test with one of the approved test providers.

Generally when new regulations are introduced the decision is made going by the regulations at the time of application. An example would be when the new age limit for spouse visas was implemented.

That is incorrect. Not everyone needs to take the test.

Even on the linked page, the requirements are not mentioned accurately!
You will need to meet the requirement if:
- you are a national of a country outside the European Economic Area and Switzerland; and
- you are in a relationship with a British citizen or a person settled here; and
- you want to apply to enter or remain in the UK as that person's husband, wife, civil partner, fiance(e), proposed civil partner, unmarried partner or same-sex partner.
No mention of nationals of majority English speaking countries.

Yes but on the link I have up, it gives a list of countries from which nationals are exempt.

If you are a national of a majority English-speaking country, you will meet the English language requirement automatically. You will not need to take a test.

We consider that the following countries are majority English-speaking countries:

* Antigua and Barbuda
* Australia
* the Bahamas
* Barbados
* Belize
* Canada
* Dominica
* Grenada
* Guyana
* Jamaica
* New Zealand
* St Kitts and Nevis
* St Lucia
* St Vincent and the Grenadines
* Trinidad and Tobago
* the United States of America
