Urgent - Work permit + VAF or FLR

Hi All,
Urgent help needed here...Have just had a work permit application approved (not on shortage skills list - accounting/IT), my understanding is that it is an out of country application. My existing visa (WHM) expired while the application was made - it would have been approved earlier, but more info was required which took an additional week. Do I need to return to home country and complete the VAF form for leave to enter... or can I apply for the FLR(IED) by post or in person if necessary...
Help
