US visa Bi/B2

Does this mean a refusal
The U.S. Consulate in Toronto has received your application submitted under the Interview Waiver guidelines. However, upon further review the consular officer has determined that you require a personal interview. Your passport will be returned to you through the courier service. Once you have received your passport, please proceed with scheduling an appointment by revisiting your profile
As while booking an appointment for the interview,it asked a question “have you been refused a us visa in the last six months for applying in the same class .So very confused .Thanks

This is not a refusal of the visa per se - you have to attend an interview.

This just means that you're not eligible for a dropbox (this is an alternative name for the interview waiver). This is the process where you drop your passport and a decision is made based on your form DS-160.
Something has been triggered, and they now want you to come to the embassy and have a formal interview.
It isn't necessarily a bad thing.

You haven't been refused a visa. It's almost treated like you haven't submitted your DS-160 yet.
No sin in failing, you just have to try and try again!

B1/B2 ..question

Need advice
After getting the Dropbox waiver for B1/B2 being refused and passport sent back and asked to come for an in person interview .As the interview slots are really a long wait ,don’t know if I would get to reschedule for any earlier date and presently being an pr in Canada ,was wondering if supposing I get my Canadian citizenship before the interview date and then I would not require a visa for US .In this case what happens to my interview slot and application,would it be a problem as on the ceac site it shows refused .Would this status refused always shows and would it create problems while traveling in future to the US as a Canadian citizen .Thanks

Hamilton has the shortest wait time. About 2 months. The rest are a bit crazy ranging from 4 months to 2 years. From Toronto to Quebec.
If you do get a visa refusal, and when you eventually get a Canadian citizenship and passport. Your previous refusal doesn't mean anything anymore.
Firstly, you don't need to go for the interview again. You simply forfeit the money. A no show isn't a crime.
Secondly, whilst travelling on a Canadian passport, you immigration history never comes into play. Canadians are the only people that can just pick their passport and go to the USA without any prior checks/approval. What happened before never comes into play. Except of course you run into problems on your Canadian passport and get yourself flagged.
No sin in failing, you just have to try and try again!

So should I not bother about getting an interview date and just wait it out as am worried about getting a refusal as haven’t had any refusals from any other country visas or should I try my luck …really stressed as I am worried about it showing refused on the ceac site .Thanks

That answer solely lies with you. No one can make that decision for you.

Why are you so stressed? Must you go to the USA?

The logic is simple, if you qualify for a US visa on the day, you get it on the day. If you don't, you get refused.
Refusals aren't the end of the world!

I personally know someone that got refused a US visa 2ce, on the 3rd try, he got the visa. On the 4th try to renew, he got refused again. On the 5th try, he got it again, and got it on the 6th as well.

I really don’t know why am I so stressed .Actually there is no rush to go to the US excepting just to visit for a day or so .The visa would have helped if I was travelling to some countries which if you have the US visa would allow one to enter the country It’s just that I thought would have been nice to have it as had one earlier and got the Dropbox waiver but was refused and asked to come for the interview and didn’t want an refusal in my travel history as otherwise when I apply for any country visa and if asked the question..have you been refused any visa …I would have to reply a yes and that is worrisome .If I wasn’t eligible for the Dropbox waiver ,I actually wouldn’t have bothered and just waited
