H1 b visa stamping in UK for Indian original holder

Hi Team,

I am residing in UK on ICT longer term visa. My brother (an Indian origin) is in USA (travelled on F1 visa) and got his H1b petition approved in Oct 2021. But he hasn't got the visa stamped in passport. He is planning to give us a visit in February . I wanted to understand if he can visit UK and get his H1 b visa stamped from US embassy in London.
