Lost Naturalization Certificate

Lost Naturalization Certificate

My father has dementia. Last year he was found living on the streets without any possessions. He is originally an American Citizen but was naturalized in 1990. He has lost his naturalization certificate and British passport. He has no form of ID. We have no information on the exact date he was naturalized other than the year. We need to apply for a new passport but cannot do this without the certificate. We need to apply for power of attorney as he is no longer of sound mind but we cannot do this without him having a form of ID. I am not sure where to start!!?
