Which one is it? First you say he is a green card holder (i.e. a Legal Permanent Resident), then you say he is "not a resident yet". Again, wthout knowing the facts it's impossible to give any advice. What do you mean when you say he is "not a resident"? Which matter? Applying for a tourist visa or emigrating to the US as the spouse of a green card holder? Also, why do you need a solicitor based in the UK?
