As you can see, it says "you" i.e. the person sponsoring must be aged 21 or over, it does not mention the age of the person applying for a visa.
So for example, I am a UK resident I am 22 years old, and I am married to a non-British woman who is 20, am I right in assuming I can sponsor my wife despite her not being over 21? So no, cant sponsor her till she turns 21.
If someone could clarify this question for me I would really appreciate that.
