Do parents qualify for eea family permit

Can (dependent) parents accompany children who are spouse of UK citizens under the Surrinder Singh Rules with a eea family permit?

If so, how does it work when you get to the UK if you want to settle? Is it the same procedure a spouse would have to take or would there be different rules and regulations to follow when arriving in the UK?

I think they can, but they have to be dependent in the current EU state before invoking Singh.
