non-eu seeking French residency. mental disability?

I am a US citizen, 25 years old. I have lived in Europe for eleven years and have tried various routes to be granted residency in a European country, without success.

My parents have lived in France for three years, as they are retired, own property etc. Their local prefecture mentioned that I may be granted the right to reside as a dependent if I plead a mental disability.

Would chronic depression count for this, and more importantly would I be able to work under this type of visa??

Any further ideas welcome, i am growing very weary of this immigration game.
