Leaving from Italy to France under EU 2003/109/EC directive

Hi everybody, I'm new to this forum.

As stated, I'm seeking to move from IT to FR. I have legally been residing here in IT for almost 10 years, and I think it's time to shift. Does anyone there have knowledge of how it works there in France under the EU 2003/109/EC directive? what to do or not to do and the amount of time needed? Any help is welcomed.
