Do i need visa to visit France from UK?
Passport issued by
Bangladesh high Commission, London
UK resident (Leave to remain valid till december 2024)
Portugal TRC(Temporary resident valid till November 2024)

If you have a valid Residence card for Portugal as you've stated above, then you're free to enter France or any of the Schengen countries.
Visa issued by one is visa issued by all.
No sin in failing, you just have to try and try again!
