I know nothing about Irish immigration law, so I am not going to answer your question. However if your friend is married to an EEA Citizen, such as Irish, and his wife (as she would be) is exercising her treating rights and living and working in another EEA country, such as the UK, he would be entitled to an EEA Family Permit.

However before that permit is issued the British Embassy would need to be satisfied that the marriage is real, and not a marriage of convenience. They would also need to be shown that his wife is indeed exercising her treaty rights.
