Query on Germany Permenant Residence or Green card

I am Nick a software Test Engineer. I just gone through the workpermit German work permit and Permanent Residence in immigrationboards forum. I understand that it was pretty old but it is informative. I am a regular workpermit.com visitor and most of the immigration information i gather from there. As i mentioned i am a test engineer and now interested in migrating to Germany/NL/Belgium.Currently i am in Brussels,Belgium from last October 2008 in a B Workpermit and working for Fortis Bank and i have a temporary residence card (white card). I would like to gain some more knowledge on Permenant Residence (PR) for Germany or a German Green Card. I do not have any job offer from there. The workpermit.com site did not give me much details on this and thats the reason why it made me to write to you. If you could give me some more information about the application and the requirements i need then it would be great. I am an Indian.

Note: I have already visited Germany on a Business visa.

Query:
1. Is it mandatory for applying PR or German Green card to have a job offer?
2. If i am eligible, is it possible that i could apply PR or Green card being in Belgium? (My passport is indian)
3. How long it would take to process PR or Green card for Germany?
