Irish residence card refusal.

Under Regulation 3(2) it is required that in order to avail of residency rights in the State (Ireland), the applicants must submit evidence showing lawful residence in another EU Member State prior to arrival in Ireland.

From what i red here, Ireland denied many applications for EU4FAM Residence card.


I am a Non EU spouse of EU citizen. Can someone please explain to me if the above practice is still in place in Ireland or has it been abolished.
I would also appreciate if you may add a link that will elaborate further.
